This was just the start of a storm a few weeks ago. The cloud that is close to the ground means it is raining hard. (I know because my house gets surrounded by clouds like that when there is a storm.)

But I can't really know how it is in real life instead of a picture, I've never seen a storm in my country (Belgium) xD
